Sub Heading - 'Complaints procedures and dispute resolution' of the Report, states:
3.27 The bank is also aware of recent publicity regarding overcharging of small business customers by banks. Media attention has focused on the findings of research carried out by organisations such as the Independent Banking Advisory Service (IBAS) and Anglia Business Associates. An IBAS report on bank customers in litigation claimed that banks make use of the legal system to prevent the Office of the Banking Ombudsman investigating claims fully. Anglia Business Associates, an organisation that checks accounts for cases of overcharging, suggested the banks were deliberately obstructive about releasing documents when claims were brought against them. This issue was also addressed in a BBC Watchdog programme. Such problem cases are thought to represent a small minority, but they tend to draw a disproportionate degree of media attention and consequential reputational damage to the banks.
